The Production Linked Incentive (PLI) has emerged as a cornerstone of India’s 21st-century industrial policy. Launched in 2020 as a part of the broader Atmanirbhar Bharat Mission, it is establishing the nation as a leading global manufacturing hub by promoting innovation, enhancing efficiency, and boosting competitiveness across critical industries.
By providing performance-linked incentives to manufacturers, the PLI Scheme encourages higher production, technological upgradation, and greater economies of scale across key sectors. It is fostering innovation, enhancing efficiency, boosting exports, and creating employment opportunities while improving India’s global competitiveness.
Covering several strategic sectors, the scheme is helping establish India as a leading global manufacturing hub and supporting the country’s vision of becoming a self-reliant and globally competitive economy.
PLI’s defining feature is that investment remains a qualifying threshold, but the disbursement itself rewards delivered production. Cumulative investments have exceeded 1,700 billion, production and sales have crossed 16,500 billion, and more than 1,200k direct and indirect jobs have been created. Sectors such as large-scale electronics manufacturing, telecom equipment, and pharmaceuticals have demonstrated significant import substitution, export expansion, and integration into global value chains. The scheme aligns with India’s vision of a $5 trillion economy and fuels the Make in India movement by bolstering domestic manufacturing at scale.
Fourteen Sectors, One Ambition
The PLI scheme covers fourteen production sectors across mobile manufacturing, automobiles, home appliances, specialty steels, telecom, food products, textiles, advanced chemistry cell battery, drones, and components, among others, each with tailored incentives and performance frameworks. By anchoring across both sunrise and legacy sectors, PLI ensures that India’s industrial transformation is wide rather than piecemeal.
It also powers Digital India by driving global production of mobile phones, electronics, making technology more accessible and affordable. And through its alignment with the India Semiconductor Mission, PLI provides financial support for investments in semiconductor fabrication, chip design, display manufacturing, and display manufacturing, strengthening India’s integration into global electronics value chains.
Sectors Leading the Charge
Electronics and Mobile Manufacturing
Electronics has emerged as a flagship success story under the PLI strategy. Backed by the National Policy on Electronics 2019, PLI has attracted both global OEMs and Indian champions, propelling India into the global electronics value chain. India’s mobile phone exports jumped from 2,300 billion in FY 2020-21 to Rs 5,250 billion in FY 2024-25, signalling a structural shift rather than a cyclical change.
Automobile and Auto Components
The FAME (Faster Adoption and Manufacturing of Electric vehicles) initiative, working in tandem with PLI, has helped generate 28,844 jobs and is pushing India’s automotive sector towards becoming a global EV and clean-tech hub by promoting sustainable mobility.
Pharmaceuticals
Supported by the PLI scheme support, India has transitioned from a net importer to a net exporter of bulk drugs, recording a surplus of 22.8 billion in FY 2024-25. Domestic value addition in the pharmaceutical sector stood at 83.70% as of March 2025, a remarkable turnaround i under six years.
Solar Energy
Under the PLI for high-efficiency solar PV modules, India is set to create nearly 48 GW of fully integrated manufacturing capacity. This will reduce import dependence, strengthen domestic supply chains, and advance the goals of both Atmanirbhar Bharat and the National Solar Mission.
From Atmanirbhar Bharat to Viksit Bharat
PLI is not just building the India of today; it is reshaping India’s tomorrow. Atmanirbhar Bharat is also the key foundational plan for a Viksit Bharat, India’s ambition to become a developed nation by 2047.
India’s growing self-reliance is already visible across multiple fronts. In defence, indigenous capabilities, including made-in-India weapons have enabled India to act decisively and independently, proving that national security cannot rely on foreign dependence.
In critical technology, India’s progress in semiconductor production is set to drive innovation in AI, cybersecurity, and deep tech for global competitiveness.
The country has also made considerable progress in clean and renewable energy, deep-water energy resources, agricultural self-reliance, digital sovereignty, and generic medicines. Vocal for Local and Swadeshi initiatives further reinforce this ecosystem by boosting entrepreneurship and strengthening India’s economic base from the ground up.
The PLI Future
By supporting key industries, encouraging export-oriented production, and promoting the adoption of advanced technology, PLI is strategically strengthening India’s manufacturing base. Its impact on the MSME ecosystem, through the development of ancillary units across value chain aligns is particularly significant, as it democratises the benefits of industrial growth beyond large corporations.
By anchoring global supply chains closer to home and backing sectors that power the next wave of innovation, the PLI scheme is not just a policy playbook, it is India’s clear statement that Atmanirbhar Bharat is no longer an aspiration, but a work in progress.
