CII in the North East has played a pivotal role in enabling this transformation through continuous policy advocacy, enterprise facilitation, social development initiatives and multi‑stakeholder engagement.

Strengthening MSMEs

MSMEs remain the driving force of the North East’s economic activity, contributing significantly to employment and entrepreneurship. CII’s interventions aim to enhance MSME competitiveness by driving supportive policies, market access and sector‑focused development. Building on this approach, CII has strengthened MSMEs through policy dialogue, market linkage initiatives, vendor development programmes and regular buyer–seller meets. These efforts help enterprises access wider domestic and international markets while improving compliance and quality standards. By promoting cluster development, encouraging credit access and supporting technology adoption, CII seeks to position the North East as an investment‑ready region capable of hosting micro to high‑value manufacturing and service industries.

Rubber Manufacturing 

Tripura, already recognised as a major rubber producing state in India, has the potential to evolve into a significant centre for rubber-based manufacturing. With targeted investments in processing facilities, logistics, quality testing and skilled manpower, the region can scale value added production of rubber goods, attract tyre and automotive component manufacturers and enhance farmers’ incomes. CII has advocated for modernising plantations, improving productivity and enabling industry-farmer partnerships that support sustainable value chains.

Bamboo Production 

Bamboo is emerging as a globally preferred sustainable material and the North East is home to nearly two‑thirds of India’s bamboo resources. This creates opportunities in engineered bamboo, furniture production, agarbatti manufacturing, food processing and eco‑friendly packaging. By aligning with the National Bamboo Mission, CII continues to push for improved quality standards, enterprise incubation, technology transfer and skill development to integrate the region into global bamboo value chains.

Building Technical Capabilities 

CII North East is strengthening the region’s industrial transformation by building a technologically skilled workforce through programmes focused on digital literacy, Industry 4.0 tools and practical training across manufacturing and services. By fostering industry–academia collaboration and supporting MSMEs in technology adoption, CII ensures training aligns with evolving industry needs. Centres of Excellence equipped with CNC and robotics simulation, drones and 3D printing further enhance technical capabilities, preparing youth for higher‑value roles in advanced manufacturing and allied sectors.

Shaping the Development Trajectory 

CII North East actively works with the Finance Commission, Members of Parliament, State Governments and Central ministries to ensure that the region’s industrial needs are heard and addressed. Through these engagements, CII helps include key industry priorities like tax incentives, easier regulations, better infrastructure and support for investments into major policy decisions. By preparing white papers, holding consultations and submitting policy recommendations, CII provides fact‑based insights that help remove bottlenecks and create new opportunities for industry growth.

Energy, Infrastructure and Connectivity

Energy and connectivity are essential foundations for industrial growth. CII has been promoting integrated development across key areas such as hydrocarbons, clean energy, multimodal logistics and industrial corridors. The North East’s strengths, including hydropower, natural gas and growing solar potential can drive manufacturing, job creation and regional value chains. At the same time, better multimodal connectivity through rail, road, waterways and air links is strengthening the region’s access to mainland India and neighbouring countries under the Act East Policy. These improvements help lower logistics costs, expand market access and attract greater private investment.

CSR Facilitation for Inclusive Development

CSR plays a vital role in supporting social and community development across the North East. CII helps strengthen CSR efforts by aligning projects with state priorities, encouraging transparent and data driven planning and improving the capacity of local implementing organisations. Key focus areas include healthcare, education, livelihoods, women’s empowerment, environmental sustainability and disaster resilience. By linking corporates with credible on ground partners, CII ensures that CSR initiatives deliver high‑impact, scalable and sustainable outcomes.

Preparing for Emerging Sectors

With increasing digital adoption and a creative youth population, the North East is becoming well positioned to grow in new age sectors. CII is supporting this shift by developing ecosystems in areas such as IT‑enabled services, creative industries, start‑ups, agri‑tech, tourism and sports. These sectors offer high‑value jobs and help diversify the economy beyond traditional industries. CII’s initiatives include mentoring start‑ups, conducting innovation workshops and partnering with technology organisations to support market driven solutions.

International Engagement and Market Access

CII’s international engagement has significantly strengthened the North East’s presence in global markets. By organising business delegations, partnering with foreign missions and participating in international trade fairs, CII promotes knowledge exchange, investment opportunities and wider market access. These efforts highlight the region’s strategic role as India’s natural bridge to Southeast Asia, supporting cross border trade and cultural ties under the Act East Policy.

Skilling, Workforce Development and Future Readiness

Developing a future ready workforce continues to be a major priority. CII focused on improving practical learning, strengthening partnerships between industry and educational institutions, and helping enterprises adopt new technologies. The initiatives emphasised digital skills, training in emerging technologies and capacity building programmes designed to match the needs of modern industries. CII also supported training in governance, compliance and enterprise management to help organisations become more resilient and sustainable. Together, these efforts helped create a more skilled, adaptable and industry ready workforce across the North East.

Key Policy Frameworks Driving Industrial Growth 

Industrial development in the North East is fundamentally anchored in India’s Act East Policy, which aims to transform the region into a strategic trade and connectivity hub linking South Asia with Southeast Asia. 

Uttar Poorva Transformative Industrialization Scheme (UNNATI) Scheme

The UNNATI scheme is specifically designed to boost industrialization, economic growth and employment in northeastern India. Valid for 10 years until 2034, the scheme provides several incentives for investors to set up new units or undertake significant expansion of existing units. 

North East Special Infrastructure Development (NESIDS) Scheme

The North East Special Infrastructure Development Scheme, offering 100% central funding, has supported projects in connectivity, water supply, healthcare, education and industrial infrastructure. These projects help bridge developmental gaps and enable long term economic growth.
